I have a 2016 Honda HR-V. I purchased it in Pennsylvania, where front plates are not required, but just moved to Connecticut, where they are. The dealer that I bought the car from in PA did not drill any sort of holes in the front for a license plate to be mounted in the future. 
First, I tried to look for aftermarket parts that would allow me to mount the license plate either to the bumper or the tow hook without holes (both online and going into my local Autozone to ask them), but no luck on finding anything that seems like it would work for the HR-V. And then when I called the Honda dealer in my new town to see if they could mount a license plate bracket, they said they would not drill the holes for me.
Has anyone encountered this situation before or have any suggestions? I'm not terribly car-savvy so am nervous to try to drill anything myself. Appreciate any insight anyone can offer!
